The objective of the proposed investment is the development of a new innovative product by the company CICICOM LTD. (Cicicom), under the commercial name “Cicicom - Smart Parking Violation Monitoring”. This product aims to address two fundamental challenges faced by modern societies globally:
- Improving urban mobility and facilitating the search for parking spaces
- Reducing parking violations
- Decreasing pollution and environmental impact from transportation within urban areas across the globe
Problem – Opportunity
A key structural issue that this proposal seeks to address is the need for “Smart Cities.” With an increasing concentration of people in urban centers — projected to reach 68% of the global population by 2050 — the need for more resilient, sustainable, and human-centered cities becomes ever more urgent. Smart cities are the only viable path for effectively managing this growing population. Transportation plays a central role in transforming traditional urban centers, often plagued by major structural problems, into smart cities. The greatest challenge faced by smart cities is urban mobility.
Municipalities can comprehensively manage data from sensors, maps, and video feeds to monitor vehicle traffic, citizen movement, pedestrian crossings, emergency alerts, and various other urban activities.

Product Description
As part of the development of the integrated solution Cicicom – Smart Parking Violation Monitoring, a suite of solutions and applications is included, consisting of the web platform (“SmartGrid”) and mobile applications. These leverage data received from Cicicom’s smart parking sensors and BLE tags via LPWAN networks (LoRaWAN & NB-IoT), forming the complete Cicicom - Smart Parking Violation Monitoring solution.
It is worth noting that the product described above, after specific configurations and adaptations, will also be able to utilize data from a wide range of smart sensors and devices (again via LPWAN networks) to create additional “smart solutions,” such as Smart Water Metering, Smart Waste Management, Smart Marina, Smart Fire Detection, and more.
Therefore, it is important to clarify that the new product developed through this proposal is built around a core infrastructure and uses adaptable logic and technologies that make it easily configurable to support various “smart solutions” in the future. Cicicom enables anyone using the Cicicom - Smart Parking Violation Monitoring system to have full control and manage the parking spaces they choose.
Specifically, the administrator — or, for instance, a municipal police officer implementing the solution — can check whether a vehicle is legally or illegally parked in a designated space. The officer, using the dedicated “Smart Parking Violation Monitoring” application, can select the location where a possible violation has been reported and be guided directly to the exact spot (via the app) to perform a check.
Likewise, a regular user (e.g., a citizen) can use the “Smart Parking Citizen” app to find available parking spaces in the desired area, navigate to them, and then save the location to easily return to it later.

The investment aims to develop a new, innovative high-tech digital product, which, according to specific specifications and set objectives, will constitute a comprehensive digital smart system for the management and operation of parking spaces. The new product proposed herein is not part of the company’s current portfolio but will leverage the full extent of Cicicom’s existing knowledge, technological infrastructure, and advantages developed through other solutions and products — while eliminating potential disadvantages and weaknesses of the new system.
At the same time, innovative features and capabilities will be added to enhance the system’s efficiency and ensure its ability to meet all necessary operational needs. The new product will represent Cicicom’s fully integrated solution: "Smart Parking Violation Monitoring."
It is important to highlight that the new product will be multi-functional, incorporating not only technologies related to the software aspect of the solution (Web Platforms & Mobile Apps), but also technologies and technological products pertaining to the hardware side, such as parking sensors, BLE tags, and LPWAN networks. It must be made clear that the software and hardware components are interconnected elements of the solution, working together to achieve the desired outcome.
Solution Summary
The “Smart Parking Violation Monitoring” solution by Cicicom is a system consisting of both hardware and software (parking sensors, identification devices, web platform, mobile applications) that aims to modernize the supervision and management of parking spaces, while automating the detection and control of violations.
Vehicle detection is achieved through smart parking sensors that communicate over long distances using LP-WAN networks and transmit data to the management platform and mobile apps. The web platform allows for the management and control of parking spaces, as well as the analysis of data and resulting statistics.
Specifically, BLE identification tags are distributed to groups of citizens with authorized access to designated parking spots (e.g., people with disabilities, permanent residents, VIPs). The sensors installed in parking spots detect when a space is occupied, then verify whether the vehicle carries an authorized identification tag and transmit this data to the management platform for cross-checking. For example, if a vehicle parks in a space reserved for persons with disabilities but lacks the appropriate tag, the system will notify the administrator both of the occupancy and the violation.
The platform can also detect violations in unauthorized parking zones without the use of identification tags (e.g., bus turns, wheelchair ramps, fire hydrants, pedestrian crossings), as well as loading/unloading zones or time-restricted areas, thereby covering all types of potential parking violations.
Meanwhile, authorized users (e.g., traffic police officers) receive real-time alerts on a dedicated mobile app about possible violations and can be guided to the exact location for on-site inspection and, if necessary, ticket issuance.
Scientific & Technological Objectives
The primary scientific and technological goal of the Cicicom “Smart Parking Violation Monitoring” project is to develop an integrated, innovative digital product with added value, strong commercial prospects, and long-term sustainability.
